Subject: not quite finished, which raises an interesting question...

This application provides a very interesting and viable idea, but too many of the details are missing.  For example, it describes a non-profit association as the sponsor, but that association does not exist -- the bylaws are in an incomplete state, and the membership of this proposed association seems to be defined in a rather vague manner -- the initial membership is Nokia and possible unspecified others.  Many other details in the application are simlarly vague, and the total package (what I can see of it) doesn't seem concrete enough to work with.

However, the long term value of this idea, in my opinion, is very high, which raises the interesting possibility of a provisional approval, pending satisfactory completion of many of the remaining organizational details.
