The level of financial and technical committment expressed in the application is
*very* impressive, and the possibility of having a registry located in the far East
is exciting. I do have a serious concern about the degree of separation proposed
between the registry operation and the registrar operation -- the NSI experience
in this regard has not been good, and this registry would be culturally, geographically,
linguistically, and legally remote from ICANN. The registry and the registrar
should be aggressively separated. And given ICANN's lack of connections and
expertise in the region, I'm afraid it falls upon the applicant to provide the assurances
and the mechanisms to guarantee the separation.
