The problem of multiple people sharing the same name is a problem, but I think that
the PID should not include only the name. I see the PID just like another kind of
Postal Address, made of name, surname ad other identifiers (city, street and others
in case of postal address). If you see PID like a virtual address, it should be
easy to assign a PID to everyone and there won't be any 'land grab'.
