Looks like "case by case basis" worth to move to Support category.
I think language community (we consciously not using the world "local" ;)  can 
understand each 
situation better and help the policy-development that is appropriate for the 
community. 

For example, Cyrillic community has good understanding of any special situation 
that 
affects Cyrillic-speaking countries/people and related ex-Soviet Union 
political issues.

  4.4.2  I would like to add a clause to the current 'Alternative view' so that 
it reads as follows: 


  Alternative view; to develop a set of circumstance-dependent policies, with 
input from a relevant language community on a case by case basis. 
  Also, if there was enough support/agreement, we could possibly move this to a 
Support category.
