Take a look at the discussions on Susan Crawford's blog, notably these

There are useful links to papers on domain auctions and the like. The
problem with pure accreditation is that there would likely be a thousand
applicants, and although there seems to be little doubt that the roots
could support a thousand TLDs, it would be rather risky to add them all at
once.
