Just in case, this is the “3-Year Target” I would suggest in place of “20%”
target:
No target, but new entrants should constitute a significant percentage of total
Registry Operators.

I also have a question about the timeline chart: why do we show the
Affirmation Review Team starting its review at the same time that new
delegations begin? I understand that the dashed line implies that we'll
probably start nominating reviewers several months before the Review begins.
But the AoC says, "If and when new gTLDs have been in operation for one year,"
so we ought to stick with that.

Here is the first draft for advising the Council about Next Steps and a
possible path forward. I welcome “messaging” tailoring. Given the latest
announcement about the single batch, I adjusted the graphical timeline. We can
