Participation, audio only, in council calls, is only one of the set of
access tokens.

Agendas, pointers to documents, I have to pick this up out of the air
at each meeting.

Again, I'm not trying to fix or improve the status of perpetual
observers, but if these existed, then activating the last remaining
access tokens for a substitute would be more fine grained, as in "open
the audio channel for speaking for the observing substitute" or
"accept a vote cast from the observing substitute".

The concept of a non-observing substitute is ... odd.
