Chuck, I would personally agree to the merit of the additional diversity you
mention and to its reference in stakeholder group or constituency charters but
not - for reasons - of clarity and practicality - in the by-laws.
It is the business of constituencies to factor in such diversity into their
positions they advocate on Council.
