Jon, Milton, colleagues
The suggestion to have both GNSO Constituency AND geographical diversity is
different to the proposal to reserve a seat for any future constituency.
There are two good reasons NOT to embed a reserved seat for each Constituency:
a) an unknown number of future constituencies which at the limit of 4 or 7
exceeds the available seats anyway!
b) an inappropriate incentive to fragmentation of existing Constituencies.
The reason why the principle of Constituency diversity is important is of course
unique today to the CSG but potentially not unique in future.
Imposing a too tight geo diversity rule (such as Milton's last suggestion)
restricts Constituency diversity.
We are seeking a balance.
