How about this edit of Avri's recent suggested compromise bearing in mind recent
discussion?
It meets the two principles previously discussed:
1. Diversity should go beyond geography.
2. There should be the same diversity rule for each SG ie one independent of the
number of representatives.

Stakeholder Groups should ensure their representation on the GNSO Council is as
diverse as possible, including geography, GNSO Constituency, sector, ability and
gender.

No more then 1/3 of a single Stakeholder Group's representatives to the Council
may come from a single ICANN geographic region.
Any exception to this requirement must be approved by a 2/3 vote of both houses.
