Actually, if we go that route,
which I think ICANN should, do a full-blown benefit-cost analysis where all likely
(tangibles and intangibles; direct/indirect; real/perceived; primary/secondary, etc.)
benefits/costs are considered, my proposal will certainly come out far ahead in the
"positive net value" scale, in net present value. Additionally, ICANN can build-in
an evaluation component to this idea, should ICANN find is worth the try, and
allow ways to modify its implementation. Believe me, I make a living by implementing
large-scale social-benefit programs that are coordinated, efficient and effective
