If something like what Nestor and I have propsed were instituted along the ccTLD roots, ICANN would be truly INTER+NATIONAL, and the various national registries could pay for their operations by licensing the domains as is presently done with COM, NET, ORG.  Let's face it, selling domains is big business.  National registry coffers would not suffer...
