Hi Evan,

Yes I understand. Great paper and I found myself in much agreement with
Alan Greenberg and the ALAC paper.

The ILP test is not a panacea but it would help a lot as part of ICANN's
qualifications set to establish the validity of requests, specially if the
onus to justify the special protection request is totally placed on the
applicant.
