NO, I would make no such restriction. But nor would I give .com, .net or .org owners a headstart to register their generics in .biz, .web, .shop, etc.

First come, first serve. If they get there first, great for them. If they don't great for someone else.

Yes, but generally for the more obscure domains that won't be on most people's Top 10,000 List.  In these instances, the respective .com, .net and .org owners might have each other as the greatest competition on Day One.
