Well, under section D13.2.13. (Capital requirements)- it reads

"The large cash flow losses in the first year are primarily attributable to DNC’s aggressive marketing campaign and the modest $3.50 fee charged to registrars, which generates less revenue than current market rates."       

i.e. the financial model used makes reasonable assumption regarding the lower whole sale price. dotTV seems to be doing fine in the registry part of their business. If they say they can do it for $3.50, they must be able to!
