Sir, with all due respect, the application process was biased and stacked against IOD. Add to which, IOD has a strong case for having proprietary rights in the .web TLD. ICANN will indeed have a few lawsuits on their hands. I will also join a class-action suit against them. ICANN has also done some questionable things with other applicants during the application process. Applications have been mis-quoted, data has been altered, and opinions go unsubstantiated. You call threats of litigation "terrorism." I call it "justifiable action."
