I had a similar experience to bigtymer.  I came across the .web pre-registration page and was thinking of registering, however I didnt because I couldn't find any evidence it was real.  I checked the ICANN website but found absolutely nothing about the .web registrations.  So in the end I didn't pre-register simply because there was no way of me knowing it was legit or not.
