I am a programmer. I designed and developed the first 2 versions of IOD's registry, and was in charge of the last two. I wrote the vast majority of Image Online Design's position paper and answers. I am not a lawyer. I don't even play one on TV.

The size of the company has no bearing on the time it takes to write a position paper. IOD has a legal staff that signed-off on ours, just like any other company might.

The reality is that most companies wait until the last day so that their arguments cannot be debated prior to other position papers being submitted (and thereby allowing the later ones to counter the arguments made in the earlier ones). This is standard procedure.
