I think you misunderstood or I wasn't clear But I believe
.WEB will not be chosen to be a part of this first stage because nothing can be learned
from a new TLD that has a large number of names already allocated. I don't advocate
nor do I believe the data base for .WEB should be wiped. I believe if IOD enters
with another "virgin" TLD that their experience in the whole registration process
would give them a very good chance of being selected. .WEB's Time Will Come...But
NOT NOW!
