I believe this is a major problem, and for countries all over the world. It is quite feasible for the perfect candidate to be supported in his country, but have no contacts outside their own country. Surely we could be refusing candidates who simply because countries near by have little internet access/the candidate may not have many contacts in other countries/and especially if other countries near by speak different languages even though they have the skills required!
