The value of this criterion
seems to spring from a desire to flatline the effect of citizenship in a country
or setting that dominates a region. A very strong base in Paris or New York
may be enough to reach the 10% threshold but the candidate may have no insight into
(or any but antagonistic interests in) the issues of users elsewhere in the region.
Interest groups are theoretically borderless online, but communities of interest
are also often colocated geographically. I doubt the criterion will really
overcome this consequence, especially not outside the US, but I agree with the importance
of the intended outcome. Membership on the board should not coincide with geographic
cabal membership.
