It's actually much more likely
that a Canadian will get at least one vote from an American, than the contrary.
The 10% is a bigger hurdle, at least in North America, but
considering the relative distribution of the internet users in general (and by logical
extension, ICANN @Large membership), a Canadian getting a nomination from an American
is more likely, simply because there are more Americans. Of
course, the 10% rule really hurts Canadians with a "Canada first" agenda.. and has
only limited impact on an American with a "US first" agenda.. so it does end up cutting
both ways.
