"ccTLD". "ccTLD" is something of a misnomer for TLD codes drawn from the ISO
3166-1 list, which includes both sovereign nations and geographically distinct territories.
For purposes of the At Large elections, the term "country" is used in its convenional
sense, referring to sovereign nations, not ccTLDs.
