I'm afraid that the rule asking for support from residents of at least two countries is meaningless. According to this rule a USA citizen getting all his/hers votes from the USA and only one vote from an USA citizen living in Canada could be elected. This rule should be dropped or given more body. For example at least 10% ofthe votes should come from an other country
