      I agree with what BrianC says, 'cause I also called up ICANN some months back and received the same answer - IOD or any other company is not authorized to take pre-registrations/actual registrations for .Web.

      What does this tell you guys? IOD lied all the time to its potential customers that it received permission from IANA/ICANN, to secure enough funds, which they abused to :

       (a) Pay the ICANN TLD Application Fee of $50,000
       (b) Pay the ICANN Registry Accreditation Fee of $250,000
       (c) If .Web is given to a competitor, i.e. Affilias, IOD will
           use these illegal funds to sue ICANN and Affilias.

       But all the same, I am confident that if IOD sues ICANN, Affilias, or other competiting bidders, IOD will lose. I read their application and it sucks!
