First to reduce to practice. Responsive. Reliable.  Honorable.  Responsible.  They meet the standards for a "designated manager" (what we now refer to as a "registry") as promulgated in RFC 1591 by Jon.  They have demonstrated the technical, logistical, and operational ability to manage this new TLD.

Afilias, NeuStar:

The late entrants should be required to demonstrate they have the ability and the integrity to manage the new TLDs.  The fact that they have overlapping memberships and that their memberships include existing players (notably NSI) has been argued both for and against their consideration.  If they want to be considered as new entities then they have to prove they are worthy of this public trust.  Since they have both submitted proposals with multiple new TLDs, I recommend that Afilias and NeuStar be considered as registries only for the TLDs they requested that are NOT being requested by other parties. 

Of course if they choose to act as registrars for the other approved TLDs that would go a long way to demonstrate their ability to serve the common good.
