There are a couple of NP's here, like the UN (WTO, WIPO, etc.), Amnesty and I am sure I am missing a few...oh, yes, CORE!!
That some of these do not operate in the US nor subject to IRS rules is quite irrelevant to their NP status.
So I would say, even if I am not an expert, that the answer is 'yes, CORE is a NP'.
