The Internet Content Management Registry (ICMR) represents a diverse coalition of companies and organizations globally that support the creation of a Top-Level Domain name to manage access by children to adult-oriented content. ICMR is committed to the precedents set by the Internet Corporation for Assigned Names & Numbers ("ICANN"). These include: preserving the operational stability of the Internet; promoting competition; achieving a broad representation of global Internet communities; and to developing policy through private-sector, bottom-up, consensus-based means. ICMR welcomes the participation of any interested Internet user, business, or organization.

ICMR is proposing to coordinate the assignment of “.KIDS” domain names as a non-profit charity with all revenue generated used to support programs to protect and educate children online. ICMR is also proposing “.XXX” as a for-profit business to support the operation of both registries.
