I think that Abacus has the solution.
They offer it for .biz, but can easily apply it to .fam
It is called naming conventions.

Reserve most popular first names, cities, countries, proffessions etc. and you get the system.

smith.john.fam
smith.jim.fam
smith.colorado.fam
smith.africa.fam
smith.dr.fam
smith.jr.fam

If Abacus can do it for .biz they should be able to do it for .fam
as well.

In my mind Abacus is better fit than your company, since unlike your company they managed to prepare the aplication as requested by ICANN and they are among the very few companies who demonstrate live technology for TLD Registry operations. With all due respect it seems that your organization has good ideas but not enough resources.
