    I don't know why you are posting this question in the thread
of Name Space. Further on, it seems an ingenuous question.
However, here is the question:
     
    It would be fair that ICANN accepts IOD's applications
(with all registrations taken so far) because IOD made
the .web registry (webtld.com) in good faith in 1996
and has been patient for 4 years...

However, you have to wait for ICANN's decision to be sure
you are not wasting your money.
(However, if IOD's registry is not accepted, it would be
a big scandal)
