      As always, your responses are well thought out and insightful.  Your comment that ICANN membership starts at Age 16 was very enlightening.  As you know, we are the only applicant for .kids that is proposing a restricted domain name. We think there has to be some enforceable guidelines on what the names of .kids sites can be and some criteria for content in the specific areas of tobacco, firearms,drugs, pornography,firearms and privacy.  Outside of the illegal content, we rely heavily on our users to come up with content guidelines and I can assure you kids will be part of the process, especially in determining the special rules for websites intended for teens and what we call "high risk content".
