Subject: dot coop -- deciding eligibility

        Lots of businesses use the word "co-op" (although not "cooperative") in their name, when in fact they are nothing close to a cooperative business.  How will the domain name registry know that an applicant for a dot coop domain name is a legitimate coop? Some nations and some U.S. states (e.g., California) have a legal test, but what about businesses from other states and nations? 

I think that in order for dot coop to be really useful to the international coop community, there would have to be a system of recommendation that an individual entity qualifies for a dot coop name.
