Funny thing is that ICANN doens't pay attention to much of anything unless it's in their interests. Look at Working Group C of the DNSO - over a year of debates, and discussion by people who work with DNS on a daily basis. What does ICANN do? Completely ignores their suggestions and does what it wants to do anyway.

That's pretty much the standard operating procedure for ICANN -"Ignore everyone else - do what we planned on doing anyway." Basically, this philosophy worked well for others people in the past: Adolph Hitler, Benito Mussolini, Pol Pot, Slobodan Milosovic, and Saddam Hussien. But, in the end the people have a way of winning and if you try to enforce a dictatorship for long enough the people will find a way to overthrow you... just ask Slobodan!
