      Since .WEB existed prior to ANY other .WEB, registrations in the registrations pre-existing TLD should prevail.  It is no different than ICANN selecting another company as registrar for .WEB. The same should apply to all exising TLD's.  ICANN should not allow any company to usurp TLDs or domain names.  Jon Postel stated that prior use should be the criteria, and so it should.  It is one of the oldest tests in recorded history.  If you got there first, you had rights.
