                        It means that simply because you register a domain name, you don't necessarily have legal rights to keep or use it, for example, in the case of trademark infringment, theft of a domain name (it's happened), etc.  It's a warning and disclaimer.  To the cybersquatter, it means, just because you registered Cocacola.WEB, doesn't necessarily mean you'll be able to keep it, nor use it, and IOD is telling you this going in.  So if it happens, don't blame IOD for your own poor judgement.

In this over-litigious society, this type of disclaimer/warning is necessary.
