Paradoxically, to accept early IOD's registrations (taken since 1996)
may be a solution. Please read my other post ("A simple solution
for .web)

Further on, these were not "pre-registrations".
They were real "registrations" authorized by IANA.
After 4 years, it's time to put them into the A-root server.

I am adding an useful link for those who do not believe
that in 1996 IANA authorized IOD to start a registry for .web
and to take valid registrations.
