   That statement (about pre-registrations) was not made by ICANN, but rather a supporting organization in ICANN, the DNSO (Domain Name Supporting Organization)...

Also just a snippet from the DNSO comments on this issue:

"Noting that some companies are claiming to offer pre-registration services to consumers who may wish to register in the new TLDs"

I challenge you to find anywhere on IOD's website where they offer "pre-registrations"...

Also it is well known amongst us IOD supporters that by registering our dot web domains (see FAQ page), we in a sense are voicing our support for IOD and the DOT WEB TLD...So far there has been a strong affection for DOT WEB and IOD as we have 20,000 voters, saying YES that we support a competitive internet, YES we recognize IOD's strong application for the Dot WEB TLD and YES that IOD will only improve the DNS with it's commitment to excellence and customer service!!
