Subject: IOD's Application For .WEB Qualifies, At Very Least, For "Pioneer's Preference" Exemption

        Based on IOD's application for .WEB, it is obvious to most watchers, (including MSNBC), that, at very least, IOD qualifies for the "pioneer's preference" exemption.  Additionally, IOD's application meets or beats, in all areas, those applications submitted by last-minute competitors for .WEB.

Basically, IOD built .WEB into a viable product.  Now, other applicants position themselves to benefit from IOD's hard work and expense.  To those of us out here, outside the inner workings of ICANN, it appears akin to attempted piracy/hijacking.  It would not be fair, to IOD or IOD's customers, to award the treasure of .WEB to those who only watched as IOD built something substantial from nothing.

Awarding .WEB to IOD will serve justice well.  It will also enable the other current applicants for .WEB to prosper from IOD's hard work, considering those applicants have their hands in so many different pies.
