      IOD claims to have 20,000 registrations.  Out of the possible millions of domain names, it is a tiny number over a 4 year period in which anyone could have registered names.  These were not pre-registrations.  They are registrations.

Using any case scenario you prefer, IOD has legitimate claim for this TLD and has operated as a live registry for four years with resolvable domains.  It has done with the understanding that it would one day be included in the ICANN root.

While I may (personally) disagree with some of the policy changes since its inception, I can fully understand the need to have made them in order to have ICANN consider the application.  To award .WEB to anyone else would be not only wrong, but potentially illegal.  Let's see what happens.
