Subject: ICANN's Warning About "Pre-registrations"

ICANN has known for the past few years (or more), that IOD sells .WEB registrations. All of a sudden, in September 2000, the DNSO issues a warning about "pre-registrations".  IOD customers, while feeling uneasy about the DNSO warning, also feel that if this warning was directed toward IOD customers and their .WEB registrations, ICANN's DNSO should have posted the warning 3 or 4 years ago.  Surely, if the warning was directed toward IOD customers, the the DNSO would have posted said warning years ago. Obviously, current IOD customers can righteously deduce the warning regarding "pre-registrations" was not specifically directed toward IOD customers.  Surely, the DNSO would have warned the public earlier.
