I haven't heard any of the applicants promise that they will prevent speculation.  They can't.  There are no measures that can prevent such activities.  And, who's to say that they should?  How do you decide who is more deserving?  Trademark?  Cybersquaters, speculators, whatever you want to call them, they do facilitate the process of obtaining domain names via the market.  Irregardless of anyone's beliefs, note that when domain names go for sale, the market has a chance to determine the outcome.  How much you pay for the domain name is another issue.  Just note that all applicants will not step in and try to prevent speculation.  If NSI did, it would not have made as much money.
