Sir, you state that generic TLDs are high risk. I must strenuously disagree. There is no risk at all. ICANN's mandate is for the technical coordination of the Internet. It has been shown, time and again, that the DNS could handle hundreds of thousands of TLDs with no adverse effects. Yet we have only 44 applicants. There is no reason not to grant each applicant a single TLD and see how it goes. There is no technical risk at all.

If, on the other hand, you mean policy risks, well... that's not ICANN's business, is it?
