      To the ICANN and the internet community at large

I am the Chief Technical Officer of Viatel, Inc., a rapidly growing provider of integrated telecommunications services in Europe and North America. As part of our expanded product offerings, we are now offering complex Internet hosting and ecommerce services.

We are filing these general comments, not in support of, nor in opposition to a particular TLD or registry operator application, but rather on the basis of Viatel's experience in the competitive telecommunications marketplace.  We hope that you may find these comments useful as ICANN both expands the range of available TLD strings at the same time is introducing competition in registry services.

Viatel believes that competition is good.  It promotes better service;
lowers cost and provides a basis for technological innovation.

Any new registry must be able to demonstrate the following:

1) Reliability
2) Ability to provide service under both peek and unforecasted volume levels
3) Ability to provide work under agreed upon performance criteria
4) Ability to maintain pace in a rapidly changing technological area
5) Cost efficiency

Viatel wishes ICANN the best of luck in a difficult selection process and hopes that our comments provide some helpful guidance in that process.
