Further on, these were not "pre-registrations".
They were real "registrations" authorized by IANA.
After 4 years, it's time to put them into the A-root server.

I am adding an useful link for those who do not believe
that in 1996 IANA authorized IOD to start a registry for .web
and to take valid registrations.

Court case in which it is apparent that IANA authorized IOD's registry (thanks to jTrade for finding this):

Excellent point, Fabrizio! IODesign .WEB registrations are "real"!
Because IODesign was given permission to "REGISTER" .WEB domains, IODesign's application must be approved, and ALL existing registrations must be recognized! Anything else would be a little shady...and I'm not talking about "slim"!
