Since the goal of new TLDs is to improve navigation, it makes no sense to permit generic TLDs such as .firm or .shop that clearly overlap with other TLDs such as .com.  The result will just be trademark fights and confusion.  It makes much more sense to only permit chartered TLDs such as .nom, .banc, .mus, etc. with enforced usage policies.  I would even go so far as to say that the .net and .org TLDs should return to chartered status (network infrastructure supplier and non-profit organization), and all non-conforming names be flushed when they come up for renewal.

There is currently a plague of speculators attempting to auction off names that the "owner" has no legitimate use for.  I think that ANY new TLD should be required to limit the number of registrations per owner in the first several months, to avoid a new round of cybersquatting.  In particular, personal name type TLDs should only permit one name per owner for the first few months, and that might even be extended to say that only owners with a given name can register that name.
