Any .com will try and grab the .web (or any other new GTLD which matches their business). Period. Then if people start surfing using both .web and .com this presents a seroius problem for session management and tracking with cookies. Seeion management and tracking is part of the commercial internet. Period. A surfer going to amazon.web will not send his cookie that was set on amazon.com. This may force the use of more cookies or web bugs. At the very least it complicates the issue of cookies and becuase of system limits (eg. 300 cookies in Netscape) any implications here should be fully understood by ICAAN.

I'm aware of this problem because we set up on a .net before buying the matching .com

Has ICAAN talked to browser architects at Netscape and Microsoft etc.?
