It can, and it is, but we expect that there will be changes based upon ICANN's wishes. Furthermore, we're testing it ourselves right now, since there are no ICANN registrars working with us. As is typical in any large software project, self-testing is only half of the work. The developers are too close to their own work most of the time. That's why we need a testbed. If, however, any ICANN registrars want to start testing with us now, I'm all for it, and they should contact me at their convenience. If any registrars feel that the testing period can be shortened, I'm perfectly willing to work with them towards that end.
