The simple answer to your question is, "no."

Image Online Design has been running the .Web registry long before ICANN was even an idea. To say that, now that ICANN exists, all must change is rather far-fetched.

However, to give you the benefit of the doubt, I suspect that one would have expected ICANN to require that Image Online Design become an accredited registrar. They did not. Had ICANN required (or even politely asked), I suspect we would have gladly worked with them. No request was ever received.

You are truly comparing apples to oranges.
