Subject: Is .web not an 'alternate root system'?

                In the criteria for Assessing TLD Proposals, ICANN states "The introduction of the proposed TLD should not disrupt current operations, nor should it create alternate root systems, which threaten the existence of a globally unique public name space."

If I understand correctly, .web seems to be an alternate root system...whether run by IOD today or any other organisation in the future.

So unless I missed an important point, such proposals will simply not be accepted in this first  'proof of concept' phase?
