Obviously not. This issue has been brought up again and again here in past ICANN forums. There are 2 ways a person can register a domain using a script:

a. Using an email template to register
b. Posting registration data to a form

Solution to problem a: Don't allow registrations using an email template. Very easy to do.

Solution to problem b: Don't make the registration forms public until registrations officially begin. If the scripters don't know the names of the form fields, they will not be able to write a script that is ready to go on Day 1. Again, very easy to do.

Afilias has actually gone a step further and proposed a round robin registration system to be used at the beginning of the registration period. The round robin system is statistically fair and is the system most likely to result in an equal distribution of domains.
